NORTH SMITHFIELD — Town Administrator Paulette D. Hamilton is calling for a change to the town charter that would give the town administrator veto power over the budget, a move she says will provide a better system of checks and balances.

PROVIDENCE- Annette Spearman, 51, a former CNA, of 4 Bodell Avenue, Providence, died Friday at home. She was the wife of Keith Robinson.
Born in Woonsocket, daughter of the late Mack and Earlene (Vance) Spearman.
Besides her husband, she is survived by sons, Joshua and Jonathan Robinson, daughters, LaTanya and LaToya Robinson, brother, Russell Spearman, sisters, Yvonne, Rose, Nikita, and Deborah Minte Spearman, and 6 grandchildren.

BURRILLVILLE- Joseph "Joe" E. Perry, 55, resident of Mapleville, died July 15, 2011 in the Fatima Hospital. Loving husband to Cheryl (Dumas) Perry.
Born in Woonsocket, son of Rita (Lapre) Perry and the late Joseph E. Perry.
Joe worked for the CVS Distribution Center, and owned & operator Aubrees Cash for Gold in No. Smithfield. He was a former district manager for Rug Doctor. A resident of Mapleville for twenty five years. Joe enjoyed cooking and working outdoors.

UXBRIDGE- Deacon William J. Lucier, 69, a resident of Uxbridge for 35 years, died Sunday July 17, 2011 in U Mass Medical Center, Lake Ave., Worcester. He was the husband of Nancy J. (Deveau) Lucier.
Peter Bilyj
WOONSOCKET- Peter Bilyj of Church St. passed away peacefully on Monday at the Trinity Health & Rehabilitation Center in Woonsocket with his family at his side. He was the loving Husband to Helena (Lepecha) Bilyj who passed away on July 8th.
Born July 25th 1924 in the Ukraine son of the late Ivan & Maria Bilyj. He and his late wife arrived in this country in 1949 settling in Woonsocket.

CUMBERLAND- Celia E. (Brackett) Pelland, "Skippy" 79, passed away Monday, July 18, 2011 at home surrounded by her loving family. She was the wife of the late William N. Pelland.
Born in Blackstone, MA, she was the daughter of the late Joseph Brackett and the late Florence (Cabana) Bousquet.
WOONSOCKET – With an eye on the fiscal pain already felt by city employees, members of the City Council on Monday adopted a ten-percent roll back in pay the council and school committee members receive for their city service.
The move approved by a 4-1 council vote with City Councilwoman Suzanne J. Vadenais opposed was a compromise from the 20-percent pay cut Councilman Daniel Gendron had initially proposed for the two panels. City Councilmen Christopher Beauchamp and Roger Jalette were not in attendance.
