Municipal ice rink to open at last

WOONSOCKET — When forsythia blooms in December, it’s probably a bad omen for making ice.
But when the first true cold snap of the season settled over the region this week, Highway Foreman Rick Lambert knew it was time to crank up the ice-making machinery, at last.
That means the city’s municipal rink in River Island Park will finally open this year at 12:30 Saturday afternoon –roughly a month later than it did during last year’s more normal winter.
“We started making ice when we came back after New Year’s, on Tuesday,” Lambert said earlier this week.

Fire breaks out in multi-family home

WOONSOCKET — A fire believed to have broken out in the basement area of a six-apartment tenement building at 285 Cass Avenue left eight residents looking for temporary housing Wednesday evening.
Everyone was reported to have exited the three-story, wood-frame building without injury after a resident, alerted by a neighbor, ran through the structure banging on all the doors as the fire spread up from the lower level shortly after 6 p.m.

Brothers arrested on drug trafficking charges

WOONSOCKET – A man who holds a state permit to cultivate and dispense medical marijuana, and his brother, are facing drug trafficking charges after police seized a combined 108 marijuana plants from their home and motor vehicle – far more than the permit allows, police said.
Joseph and Ronald Proia, both of 30 Manila Ave., were ordered held without bail following their arraignment in District Court Tuesday.
Two other men who arrived during a raid of the Proia residence were also arrested, including one for possession of a small amount of marijuana.

Bill would change car tax values

PROVIDENCE — When the General Assembly abruptly dropped the exemption of car values for local tax purposes from $6,000 to $500 last year, drivers suddenly hit with tax bills several times higher than they were before started paying attention to the way values are placed on their automobiles, and they didn't like what they saw.

Romney ekes out 8-vote win over Santorum in Iowa

DES MOINES, Iowa (AP) — Mitt Romney eked out a minuscule 8-vote victory over Rick Santorum in Iowa's Republican presidential caucuses, the state party chairman said early Wednesday, ringing down the curtain on an improbable first act in the campaign to pick a challenger to President Barack Obama in the fall.
Appearing hours after the caucuses had ended, Matt Strawn said Romney had 30,015 votes, to 30,007 for Santorum, whose late surge carried him to a near win.

Chafee to meet with mayors on pensions

PROVIDENCE – When provisions for reforming locally-administered pension plans (called non-MERS) were dropped from the comprehensive pension reform late in the process last year, Gov. Lincoln Chafee vowed to introduce legislation on the first day of the 2012 General Assembly session to reform struggling plans that are causing fiscal misery for certain cities and towns.
He missed that self-imposed deadline on Tuesday.

Tax sale notices sent out in error

WOONSOCKET — On December 31, 2011, delinquent notices were mailed for water, sewer, and trash ratepayers with regard to the scheduled sale of water, sewer, and lien sales to be conducted in March. It has come to our attention that certain ratepayers received these notices erroneously. Upon review, it has been found that the mailing occurred due to an error in the data used by the outside vendor that the city utilizes for these mailings. The City of Woonsocket regrets and apologizes for any inconvenience that the mailing may have caused.

Steward Health Care hires prominent lobbyist

WOONSOCKET – Boston-based Steward Health Care System has hired a prominent government lobbyist for assistance in dealing with state regulators handling its application to buy financially struggling Landmark Medical Center.
Former Warwick Mayor Joseph Walsh of Government Strategies Inc. has already asked some legislators to rally constituents in support of the merger, which may be the Cass Avenue hospital’s only hope for survival.

Blanchard: Despite task force, bullying still happens in Burrillville

BURRILLVILLE — While the Burrillville Anti-Bullying Task Force is having success meeting many of the goals set forth in its mission statement, incidents of bullying are still occurring in the town's public schools, Town Councilman and Task Force Co-Chairman Edward J. Blanchard told the council recently.
“I've talked to parents and teachers and it all comes back to the original issue of the school resource officer,” said Blanchard.

PROVIDENCE — With cities on the brink of insolvency and joblessness stubbornly high, Rhode Island lawmakers returning for a new legislative session say 2012 is shaping up to be a pivotal year.
Just as they spent last year finding ways to fix the state's fiscal problems, lawmakers say 2012 must be devoted to helping cities and towns weather a fiscal crisis that shows few signs of abating.
“The fiscal integrity of the municipalities is going to be the year's big issue,” said House Speaker Gordon Fox, D-Providence. “This is make-it or break-it time.”
