WOONSOCKET â€” The City Council held a public hearing on Mayor Leo T. Fontaine's proposed $122-million city budget for fiscal year 2012-2013 but heard only a handful of local residents comment on the spending plan before the session concluded about 40 minutes after in began in historic Harris Hall.
