PAWTUCKET — The blizzard of O'Neill and Mercer campaign signs covering District 3 says it all. What was a contentious race two years ago promises to be so again as incumbent City Councilor Christopher O'Neill fights off a challenge from opponent Terrence “Terry” Mercer.
With both O'Neill and Mercer running as Democrats, the District 3 contest is one of two City Council races that will be all but decided by the Sept. 11 Democratic primary. The primary will also be key in the District 1 race between Democratic incumbent David Moran and his challenger, fellow Democrat Michael Cassidy.
