City tax hike now in hands of General Assembly

WOONSOCKET – Now that the City Council has approved sending out a supplemental tax bill, the focus shifts to the General Assembly, which must grant the proposal its blessing before the measure becomes law.
Legislative actions taken in support of locally driven initiatives are known as enabling bills and are often considered ministerial functions of the General Assembly.
But the controversial supplemental tax bill might not be a slam dunk.
“I would think it would be open for debate,” said Larry Berman, a spokesman for House Speaker Gordon Fox.

WOONSOCKET — Despite an outpouring of protest, the City Council voted in favor of a 13 percent supplemental tax hike for 2011 that will cost homeowners and businesses hundreds of dollars, all in hopes of keeping the teetering city from going broke in the days ahead.

With the All-American Championship behind him and an appearance in the Jordan Brand Classic on tap for April 14, Ricky Ledo’s days of competing against fellow high schoolers are dwindling to a precious few.
Naturally, the hot button topic surrounding Ledo is whether the acclaimed prospect and Providence native will face eligibility issues in his quest to suit up for Providence College next season. Such concerns largely stem from the number of high schools (a total of four) he’s enrolled at since the fall of 2007, when Ledo attended Bishop Hendricken.

LINCOLN -- It looks like the five scrimmages Mount St. Charles head coach Tom Seaver scheduled during the pre-season has paid dividends.
Then again, one in particular, he stated, was directly responsible for the Mounties’ ability to post a 4-3 Division I-North victory over Lincoln High in both teams’ season opener at Chet Nichols Memorial Field on Monday afternoon.

CUMBERLAND- David L. Vargas, 60, passed away Monday March 26, 2012 in St. Antoine Residence, No. Smithfield. Husband of the late Ruth A. (Phipps) Vargas, he lived in Pascoag most of his life.
Born in Providence he was the son of the late William F. Vargas Sr. and Myrtle E. (Belknap) Vargas- LaBerge.
David worked for 28 years at Zambarano Hospital before retiring, and then he worked for CVS in Woonsocket.

WOONSOCKET- Robert A. Wheatley, 61, of St. Joseph Street died Wednesday, March 21, 2012 at Trinity Health & Rehabilitation Center, Woonsocket.
Born in Allston, MA, a son of the late Robert E. and Emelyn (Carmo) Wheatley, he had lived in Florida before moving to Woonsocket.
Mr. Wheatley was a CNA for various companies.
He was a U.S. Marine Corps veteran.
He is survived by two sisters, Jane Sweeney and Patricia Wheatley, both of Woonsocket; two brothers, James Wheatley of Brandon, FL and Thomas F. Wheatley of Pawtucket; and several nieces and nephews.

UPTON- Patricia F. (Stand) Bacon, 70, died Sat. March 31, 2012 in the Rose Monahan Hospice Residence, Worcester surrounded by her loving family. She was the wife of Richard E. Bacon who died in 2009.
In addition to her father, she is survived by one daughter, Karen E. Bacon of Worcester, one son; Keith R. Bacon of Tampa, FL, her sister; Barbara Gunter of Millville and her brother and sisterin-law Gerald and Barbara Bacon of Whitinsville. She is also survived by and many aunts, uncles, nieces and nephews. . She was pre-deceased by her sister, Nancy Lunt.
