Central Falls councilman charged with embezzlement

July 1, 2011

CENTRAL FALLS — Central Falls City Councilor Richard G. Aubin, Jr. was arrested Wednesday for allegedly selling vehicles belonging to the police department and keeping the proceeds.
Col. Joseph Moran, the city's police chief, said that Aubin, whose family owns and operates Quality Auto Repair on Dexter Street, has a contract with the police department to sell vehicles that are seized by the police in drug raids and other crime scenarios. However, he said that Aubin sold two vehicles totaling $6,000 and never turned over the amount to the city according to the procedures stipulated in the contract.
Moran said that when discrepancies were noticed, the police department obtained an arrest warrant for Aubin. He was brought to Providence District Court and charged with two felony counts of embezzlement/unlawful conversion over $100, and two felony counts of unlawful appropriation over $1,000.
Aubin, of Chestnut Street, was released on $4,000 personal recognizance and is due back in court in August for a hearing, Morin said.
Aubin, who won re-election to another term in the last election, is one of the four members of the five-person City Council who were relieved of their duties as elected officials under the state-appointed receiver.
