City employee turns self in to police to face fraud charges

September 9, 2011

WOONSOCKET — On Friday morning at around 7:30, Michelle Giguere, 41, a city employee, turned herself in at the Woonsocket Police Station after having had an arrest warrant for Unlawful Appropriation (over $1,000) and Computer Access for Fraudulent Purposes. The arrest warrant was obtained after a lengthy investigation by the Woonsocket Police Detective Division.
The investigation was prompted when city officials notified the police department concerning suspicious transactions by Giguere, according to a press release from the police. As a result of various financial and management controls implemented by the current administration, the finance department identified suspicious activity, which prompted the review of various cash transactions going back to at least early 2009.
As the investigation continues by detectives and city financial officials, it is alleged that, over said period of time, Giguere stole over $7,000 from the City Treasury Division.
She was processed at the Woonsocket Police Station and later brought to District Court in Providence for arraignment. Giguere is a city resident and has been employed as a city treasury clerk for the past seven years. She has been terminated from her employment, according to police.

I am sure that if you visit any public employee's home you will find more than $7,000 dollars worth of city property in total value.

It's great that we can stop those who steal cash, but what about equipment that get's "borrowed"?

Why do public employee's feel such entitlement?

So sad....
