WOONSOCKET – City Clerk Andrea Bicki says she has learned that the incoming City Council wants to replace her – the first confirmed news of a politically driven personnel change at City Hall since the election.
The job, which pays $63,915 a year, will apparently be offered to Personnel Director Christina Harmon-Duarte, according to memos circulating about City Hall.
Under the City Charter, the city clerk’s position is protected by tenure after four years, but Bicki, 45, is about three months shy of the mark. Bicki has worked for the city for more than 21 years, much of that time as a paralegal, but it was not until Feb. 25, 2010 that the council appointed her city clerk.
